​1. Emergency Committee ORGANIZATION

AGRC Emergency Committee (EC) is a standing committee of the Arrowhead Gardens Residents Community, which has elected board members. The Committee's functions and plans are organized by the Coordinator and three resident Building Captains.  There are 44 volunteer resident positions for two Floor Monitors per building floor, plus two floats per building.
  • During emergencies, the EC Coordinator contacts the Arrowhead Gardens building management and relays information to the Building Captains, who relay information to the Floor Monitors.
    • The EC Coordinator orders supplies held in inventory for Floor Monitors.
    • The EC Coordinator maintains a roster of Committee members and openings with input from the Building Captains.
    • The EC Coordinator with the Committee provide emergency preparedness information as materials and as first-responder presentations for the residents. See Safety Blog.
  • Building Captains keep their Floor Monitors informed.   
    • During Power Outages, the Building Captain and volunteers are stationed in the building lobby to admit residents and caretakers, between 8am and 11pm.
      •  If the garage doors are manually opened by management during a power outage, the Captain might assign volunteers to monitor garage entrances.
      • Captains are issued light lanterns to be used in their building lobbies during power outages.
    • During Fire Alarm Responses
      1. Neither the Captains, nor the Floor Monitors are expected to help anyone evacuate.  They are to evacuate themselves to the best of their ability, just like every other resident.  If it is a real fire, the fire personnel will help people who could not evacuate to do so. 
      2. ​During fire alarm, building management is responsible for building access.
      3. ​During fire alarm, residents, including monitors, congregate in designated areas.  One designated area is next to B Building where shuttles pick up and drop off residents.
      4. ​While the fire department is responding, Captains and Monitors will ask residents to not congregate in or near the lobby of the building that is being investigated by the fire department.
      5. Building Captains may relay messages from management to residents when it is safe to re-enter the buildings.

    • During Long-term Water Outages, Building Captains might be called upon to deliver drinking water with assistance from Floor Monitors.
    • ​​During Heat Waves
      • ​Captains post information about heat precautions. 
      • Captains will put up signs in the elevators and lobbies reminding residents that the common areas are air conditioned.  This includes the Sunrooms, the lobbies and most of B Building. 
      • In the past, management has provided bottled water, and sometimes, popsicles, once the temperatures reach 90 degrees.

      • Captains post information ​about air quality precautions. Examples include keeping windows closed, staying indoors, and using available air filters.

  • ​​Floor Monitors

    2. ​During Heat Waves  
      • During heat waves Floor Monitors should check on those residents on their floor that they know tend to stay in their apartments.  Check on them and see if they need water from the B Bldg.  Remind them that the Sun Rooms and lobbies are air conditioned.  
    3. During fire alarms,  Floor Monitors immediately leave their building with the other residents and congregate at designated locations and wait for All Clear to re-enter their buildings. 
      • If needed, Floor Monitors will provide Face Masks to residents during evacuation.

    4. ​​During long-term water outages
      • Floor Monitors go to each occupied apartment and check on tenants. 
        ​For instance
        • Do they need water brought to them during a water outage? 
    5. ​During power outages
      • Floor Monitors go to each occupied apartment and check on tenants. 
        ​For instance: 
        • Do they need a glow stick to find their medication? 
        • Do they need to call 9-1-1 because their oxygen is not working? 
        • If a resident says they are fine and don't need to be checked on again, the Floor Monitor should make note of that as well.

2. Floor Monitor SUPPLIES

Updated 3-16-2024

​Each Floor Monitor is supplied with a red/orange tote bag containing 
  1. Instructions (see DOCUMENTS below)
  2. Clipboard
  3. Pad of paper
  4. Pen
  5. Small LED flashlight with AAA batteries.
  6. Glow sticks for residents who need them.
  7. Packet of glow bracelets for the stairwell railings.
  8. Small whistle
  9. Reflective arm band.​
  10. Face Masks (during COVID precautions) for residents during fire drills or evacuations.

Supply inventory is maintained in a rented locker in B Building by one of the Building Captains. The Liaison orders replacement supplies and is reimbursed by the AGRC President or Treasurer after submitting invoices and receipts for ordered supplies.
Supplies are property of AGRC. Unused supplies should be returned to the Floor Monitor Coordinator when a monitor resigns from her position.

During extended power outages, Emergency Lights are available for Stairwells in Buildings A,C & D.  (B Building has emergency power.)  See Documentation below. Updated 3-25-2024.
